“AI can help police and the courts to tackle digital data overload, unknown risks, and increase operational efficiencies. The key problem is that AI tools take inputs from one part of the law enforcement system but their outputs have real-world, possibly life changing, effects in another part – a miscarriage of justice is only a matter of time. Our project works alongside law enforcement and partners to develop a framework that understands the implications of uncertainty and builds confidence in future probabilistic AI, with the interests of justice and responsibility at its heart.”
Probabilistic systems supported by AI, such as facial recognition, predictive tools, large language models (LLMs) and network analysis are being introduced at pace into law enforcement. Whilst these systems offer potential benefits, decision-making based on ‘Probabilistic AI’ has serious implications for individuals. The key problem for responsible AI is that the uncertain or probable nature of outputs is often obscured or misinterpreted, and the underlying data is sensitive and of varying quality. If AI systems are to be used responsibly, attention must be paid to the chaining of systems and cumulative effects of AI systems feeding each other. PROBabLE Futures will review, question and evaluate the use and applications of probabilistic AI across different stages of the criminal justice system.
The research of PROBabLE Futures focuses on the use of Probabilistic AI in Law Enforcement and the delivery of an ‘operational-ready’ blueprint of an evidence-based, contextually informed and future-oriented framework for responsible AI in law enforcement.

The PROBabLE Futures Responsible AI Checklist for Policing, developed in collaboration with the National Police Chiefs’ Council (NPCC), has now been published by the College of Policing and circulated to all UK police forces. The checklist is featured alongside new technology guidance from the College, which outlines principles for using AI and emerging tech in ways that are transparent, ethical, and legally sound. This online event was attended by an invited audience comprised of professionals primarily in law enforcement, government and selected academic and commercial sector attendees. Discussion was centred on the implications of AI in law enforcement and the concept of ‘chaining’ AI systems.
This in-person workshop focusing on both sides of AI-crime: ‘AI-enabled crime’ and ‘AI-response to crime’, was held in collaboration with the Centre for Emerging Technology and Security at The Alan Turing Institute. The event included talks from Prof. Joe Burton (CETaS), Dr Alexander Laffer (Emotive Ai Lab) and Nick Dale Stop the Traffik. PROBabLE Futures facilitated discussion and presented their probabilistic mapping research.
On Monday 8th June, members of the Probable Futures team hosted a World Café event in Newcastle, bringing together experts from a range of disciplines to explore mock trial design within the context of two AI-infused criminal cases.
The PROBabLE Futures Mapping Tool was launched at an online event on 24 June 2026 – the tool is freely available here: https://probablefutures.github.io/ai-mapping/ At launch, the tool identifies 70 tools already deployed, trialled, or in development. across the criminal justice system in England and Wales. The findings are stark: adoption is outpacing governance. The ‘human in the loop’ principle too often exists in name only. And when AI systems are linked together in sequence, each stage could potentially inherit and compound errors introduced earlier. The accompanying report ‘The Use of Probabilistic AI in Law Enforcement and the Criminal Justice System of England and Wales’ (linked below) sets out 26 recommendations for the UK Home Office, PoliceAI, Crown Prosecution Service and others.
The desired impact is that law enforcement bodies, policy-makers and law-makers will deploy the multiple factors and requirements in the PROBabLE Futures framework, contributing to the development of a system-based approach to law enforcement AI.
The PROBabLE Futures team attended the launch of PoliceAI – a new national centre for AI in policing in June 2026. PROBabLE Futures continues to explore how probabilistic AI systems can be used ethically, transparently, and effectively within policing and the wider justice system, ensuring innovation is grounded in public trust, accountability, and robust governance. In announcing the new centre, Crime and Policing Minister Sarah Jones said ‘[PoliceAI] will be backed by deepening the existing collaboration with the Progressive (sic) Futures academic team’.
